Assuming that the team is successful, spending more wages on two or three experienced players might pay for itself through bigger crowds, and, thus, increased revenue.
Not keen on restrictions on other teams to try and make the league 'fairer', if that is even possible.

It would help to know what league they are actually in as well. Perhaps there needs to be a direct link on the club website.

It is incredible how much hard work it takes just to avoid relegation.
